Context
Bangladesh's readymade garment (RMG) industry, which today exports over US$12 billion worth of garments, has radically changed the lives of millions of Bangladeshis. Some 4500 garment factories provide direct employment to some three million people – the majority poor women, for whom there were no formal sector jobs 30 years ago – and indirect support to millions more.
Despite these remarkable achievements, Bangladesh's RMG industry also confronts labor shortages, increasing wage pressure, stringent social and environmental compliance scrutiny, and a more competitive international environment. To maintain its market position, the industry needs urgently to enhance its social, environmental and production standards and to diversify its export markets. In response to these challenges, the governments of Bangladesh and Germany jointly launched PROGRESS, a technical cooperation program being implemented by GTZ.
